In Edinburgh, Scotland, in 1888, Dr. James Gilvary devises a steam-powered suit to build up the strength of dying Lucy Strang. It succeeds beyond all expectation, turning Lucy into a powerhouse. Lucy uses her power to help the poor people living in the underground city, becoming a legend reported in newspapers. But Lucy’s actions draw a pistol-wielding vengeance seeker.
